roof insulation

have loft with a roof that has what looks like black liner inside it.

also have some loft insulation on floorboards - need to top up a bit more.

Is there anything i can add on the inside of the roof to significantly reduce heat loss?

The 'black liner' you mention is probably old style bituminous felt/membrane rather than the modern breathing membranes.
