it looks like some kind of metal in there
my guess is water got in and turned it rusty and lifted it
i have known water get into ties on stonework and lift up tons of stone
with the winter on the way i would try and fill up around the cracks because water will get in and turn to ice and expand and when it melts guess what movement happens
