exterior wall and concrete sills - waterproofing

I need to waterproof the exterior walls on the gable end of the property which gets the worst of the elements. It has been re-rendered but do I need to apply waterproofing before painting?
I am unsure whether this coating needs to be completely waterproof or breathable. If the wall has retained moisture then if it is waterproof will this mean the moisture will be pulled inside?

The windows on this wall have been replaced but water has been coming in at the corners and I can feel wet on the sill behind. The joiners have returned again to put on more silicon sealant and it appears to be holding this time. I am hopeful this has solved the problem but I do not want to add to it by using the wrong waterproofing coating.
