Wallpapering over existing emulsioned wallpaper

We have a room that is currently papered (lining paper) and on top of that it has been painted with emulsion.

Is it possible to paper over this or will I need to strip it all off and start again? Will any preperation be needed?

As long as the wallpaper is sound and not loose, then no problems papering over. Just like painted walls really.
