DIPPING roof tiles

i have recently completed my single storey extension,however the building control guy noticed the first course/row of tiles are slightly dipping in to the gutter.
how can i fix this?
maybe putting a wedge shaped fillet under them?

Having jsut spoken with a building inspector about this very thing on my property, it seems that it is expected to put a spacer under the tiles so that they follow the same angle as the rest of the roof, or even kick-up slightly (become shallower in pitch). I'm under the impression that double height of batten can be used to do this (i.e. two battens)

Ensure you do not trap the roof felt underneath any batten
 
the fascia normally deals with this or a brick corbel plus the eaves tile bedding.
