Drip, Drip, Drip!

During the recent rains, I have noticed that there is one specific point on the outside window sill of an upstairs window where there is a constant dripping.
Looking at the area from inside the house, it looks like there is some kind of black plastic protection, covering the underside of the brick work that extends over the window. It is approx a 2 inch overhang. The water isn’t leaking into the house from this point.
When pressing this area, the water seems to spurt out from this point. It seems that there must be a small gap between the brick work and the plastic where the water seems to congregate.
As a complete novice, would the repair be as easy as applying some form of sealant to the area once it has dried out?

Hi. It sounds like a damp proof course, designed to capture any dampness that may soak in the brick work and discharges it outside the structure. If you know a local bricklayer he may help to identify if this is the case. If you seal it it may cause dampness in side the property. Good luck
