curious about discharging rainwater

There is no actual 'responsibility' but rather it's more a case of the water company not being responsible for dealing with it.

You can take the gutters off, and just let it drip to the ground if you like.

What you should not be doing is discharging a concentrated amount of rain water (eg from a downpipe) directly onto someone elses land.

But oddly, if you let the downpipe discharge onto your own land, and then this runs off onto neighbouring land, then this could be OK

In a terraced block, then there is an obligation on individal owners to maintain the gutters to allow passage of rainwater from neighbouring properties. They are effectively just the same as the drains under the ground

as i mentioned here, and as woody has stated, water will naturally run down hill, que sera, sera.

i think that if rainwater is collected, i.e. an area is paved, roofed, etc, then a responsibility falls upon the collector of the rainwater to dispose of it.
