From a practical point of view, and for reasons of draw and downdraught, it would be better if the chimney finished slightly higher than the ridge.
Even houses with chimneys built at the external elevations, more often than not, extend the chimney to the ridge line.
To finish a chimney at gutter height would not be practical.
