removing paint from asphalt

A few years ago a painter spilled a pile of paint onto the asphalt pathway outside some flats.
The paint soaked into the asphalt and they just covered it up with asphalt paint which has now worn off elaving the white paint patches visible again.
Any ideas for a permanent fix,

jet washer and some thinners?

But unfortunately the paint was spilled about 5yrs ago and has soaked deeply,
Thinners would also damage the asphalt and I suggested removing about quarter of an inch and reasphalting the area (about 4sq mtres) but ownes say it would look bad as it's part of a 100ft x 15ft walkway and they don't want a patch on it.
I suggested recovering the whole walkway but they say too expensive.

anything that will fetch the paint out will damage the ashphalt..

the only other option I can think of is a blow torch and burn it off, it will melt the ashphalt but it will re-set when it cools..
