Any suggestions to free it up?

Is WD40 acceptable, or could it leech into the water?

Hot/cold alternates to expand/contract? Hot-air gun or hot cloths?

Suggestions, please.

Back off the gland nut - that s the one just below the turning handle. Try working the tap gently. Get in there with some WD40 and if you're luck is in, the tap will eventually come free although some can be seriously tight. Whatever you do, don't undo the main tap body hexagon or you'll be swimming for it....! Cheers John

When you apply pressure on the handle also use water pump pliars on the shaft as well otherwise the handle may just shear off the shaft.
