When fixing new windows into a property is it OK to fix the top of the window frames using concrete screws into the concrete lintels?

Yes if you can manage to drill into them. But be aware that what your doing is Controlled Building Work unless you use a FENSA installer; you will also need a certificate of compliance or you will probably have problems when you come to sell up.
