Felt Roof with a very small leak

I have a very small damp patch on the ceiling just below where the water falls into a gutter and I have just been quoted £500 to put a new 3 layer felt roof on - 3m x 2m -by a roofer. Is this too much?

I'm not up to scratch on flat roof prices, but at £83 a m2 it seems a bit steep for a half day job.
 
Forgot to mention, that the roof joints the front vertical wall of the house which is tiled. 2 of these tiles have fallen away and landed on my flat roof from a height of only 3 ft. Does this sound like a call to the insurance company?

if your roof is older than around 10 years then the felt is on its last legs and a maintanance job
what caused the tiles to slip !!! possibly another maintainance job
i other words not an insurance job i am afraid :cry:

you can by all means try and claim ;)
