garage flat felt roof

Hi,
I have a garage with a flat roof covered with felt. It's been repaired and during the summer and some heavy downpours remained dry inside. However, a few days ago we had a heavy frost and freezing and after the thaw I noticed I again had drips of water everywhere so I think the water must be coming from ice under the felt ???? What I want to know is would it be feasible to strip the existing layers of felt from the roof and have a roofing contractor put proper tar over the roof. I have a small dining-room extension which was originally covered by solid tar and it is still perfect. Or, is it possible to have the contractor create a "pitch" to the flat roof and thus allow the rain water to run away? Which would be the best and hopefully the least expensive?

"Flat roofs" should have a slight fall as standard.you could re top the roof but you would have to check the condition of the boards underneath for water damage and replace any damaged boards.you could then use a 3 layer felt system or glass fibre for a good finish.
