Wind Noise Abutment Ventilation

Ever since we had an extension built (in 2000) when the wind is in a certain direction towards the eaves we get a low roar (as if a heavy lorry is passing) when the wind gusts. The roof is lean-to and is tiled in Redland Regent. I believe that the noise is coming from the ventilation system where the extension roof abuts the wall of the house. The vent seems to be constructed from two overlapping layers of lead flashing with what feels like a mesh or grill in between - I can't see it only feel it. The outer layer of lead is quite flexible and rattles if tapped, although its clipped, and I think it is this that is resonating. Has anyone come across this before? If so is there a better solution (e.g. change the vent method) - assuming it's been fitted properly of course!
