Should I repair / reattach my rafter vents?

Hello - I just found this site after accessing the attic in my 30 year old home for the first time and noticing that the majority of my cardboard rafter vents have fallen down over the past 30 years. It appears as though my attic has 10-12 inches off blown insulation in it. Should I go through the time and trouble to cut some plywood and bring it into the attic so that I can access the rafter vents and restaple them? .... it would be a fair amount of work. Most of them have fallen and have insulation on them. I'd appreciate any advise. Thank you, Peter.
