Combi Boiler with High Mains Water Pressure

I've just moved house, and am having problems with the hot water in the bathroom. The water pressure in the house is very good, it seems like mains water pressure. The house has a combi-boiler. It's very difficult to get hot water in the bathroom, if I turn the tap half a turn it comes out very hot, but any more and it gets cooler - could the water pressure be too high so that the boiler doesn't have time to heat all the water. Please excuse me if this is a stupid question, but this is all pretty new to me.

A combi will only heat about 8-14 litres per minute to a fair temperature.

Thanks, I'm used to having a hot water cylinder, so I'll bear that in mind.
