Outside garden tap has come off and water is gushing out

Please please help !

we have a garden tap and this has come of the wall from the pipe outside
as a result the water is gashing out of the pipe,

The only way to turn this off is to turn of the valve near the sink which stops the cold water going out

if we do this, we have no cold water in the kitchen sink downstairs

any ideas how to fix this?
