Picture hanging

Hi, not sure if this is the right area but would appreciate some help.

I have inherited a large canvas painting mounted on a 1400 x 800mm 13mm board. It's pretty heavy and I'd like to mount it as flush as possible on the wall. It has no hangers on the back as it sat on a shelf in its previous home. Any sugestions on a safe and secure method to hang it? The walls I'd like to hang it on is plaster/breezeblock.

Just a quick idea, make up an MDF plate smaller than the frame and mount that to the wall where the picture is to go, apply several strips of self adhesive velcro to the board and attach the opposite velcro to the strips already fitted, remove the tape from the other strips of velcro the position the picture over the velcro and push the picture into position.
