combi boiler baxi maxflow? low hot water flow

takes 20+ mins to run moderate bath with hot only not very hot either, can get strainght in with no cold, if bath (upstairs) tap is on and basin hot tap opened both taps stop, very low water pressure from mains, have checked with next door same prob. can i over come with using old cold water tank in loft to supply combi with better flow. water at cold tap measured at 8 l/ p/ min, is this boiler fault or what?

w/co says that mains pressure is fine, pipes are lead from mains to house and they say this down to us

if your nieghbour has the same problem its down to supply
