Worcester combi boiler 24cdi - pressures

Hi
Have a worcester combi boiler 24cdi in a small 1 bed flat. Pressure in the system when not in use is sitting at 0.6bar. Rads have all been bleed with no air found. Also there are problems with the provision of hot water.

Is this pressure to low? if so what should it be sitting at? or is is ok - I would appreciate any advice.

1 to 1.2 bar cold
