Renewing Utility Room - Building Regs

Last year we renewed our 20 year old utility room by replacing the plastic sheet roof with a pitched tile roof with velux. We also replaced the side windows with fire check glass.

The council are insisting on a regularisation application plus the provision of a DPC to the floor and external wall.

Builder is of the opinion that the room does not come under Building Control remit given there's been no material change of use for the utility - it is used for the same purposes as before; there are no new openings; the footprint/layout hasn't altered; there have been no changes to the floor or to the wall structure; the same door openings have been retained, albeit a new fire-check door to the rear reception. All that was added was a new roof to an existing structure.

Any help appreciated.

You have changed the room completely by forming a tiled roof.

It is no longer some sort of conservatory/lean-to type thing with a plastic roof - it has now become a "proper" room
 
How have Building Control got involved? Have they paid you a visit, written to you or what?

It is reasonable (in the eyes of the powers that be) that if upgrading elements such as walls or roofs in a dwelling that they be built to minimum standards.

You can tell them to pee off if you like, they are not very likely to actually prosecute however they will likely mark your property down as having had illegal works carried out which will show up on a solicitors search when you come to sell and may put off potential buyers.
