external lighting regs, non-domestic

Hi, can somone point me towards the regs covering exterior illumination for non-domestic buildings, all my google effors thus far have only found info relating to new buildings, not existing.

background: A local social club has been suggested to illuminate its exterior front walls to show it up to try to entice more customers, I am now looking at permitted lighting, if approval would be required, and options for it (usual, "we want cheap to install, good and cheap to run!!")
