I was wondering is there any law which states how far a cooker hood extractor fan outlet should be from the neighbours boundary?

This sounds like a statutory nuisance, have a word with a solicitor.

No you can extract as close to the boundary as you like however You cannot extract onto your neighbours property through say an external party wall.
