Double insulated lights from junction box using twin & e

Hi!

Need to wire some shaver lights fed individually from an existing junction box.

Rather than getting new twin cable, can twin & earth be used and just nip the earth right back out of the way - i.e. it is not connected at either end? Or would it all have to be terminated in choc blocks and taped up?
