John, in answer to your question, I think we'd get away without back brakes, especially on the cars? Just put a set of shoes on and a cable for the handbrake?
They do very little to add stopping power and cause more problems than any front brakes ever did. We'd have to ban anyone using the boot space for messages or the like, but that's only a minor detail, oh and don't sit in the back .............
Take a while to get that one passed into EU law ............

For sure, the rear pads I replace are usually crumbling away rather than being actually worn - likewise the disc!
It's only laden vans with a load compensator that wear their pads / shoes, I find.
