my radiators have wheel heads either side.how can i tell which is the lockshield?

You Can't! It doesn't matter. See how many turns they are from being closed. A lockshield on a small radiator near the pump will be only a quarter a turn or so open whereas one the other side of the house on a big radiator will be much wider.

Best practise is to have the pipe going to the radiator that heats first (flow) as the on/off valve and the other one(return) as the lockshield valve.

Better still practice is to invest in some TRV's! Then the opposite end to which you fit them will become the lockshield valve.
That way you could save some money

If the poster has wheelheads on both ends of his rad then neither is a lockshield.

The whole point of the lockshield valve is that the user cannot fiddle with its settings and unbalance the system.

The DIY way is to drill out the flats on the inside of one end wheelhead knob to turn it into a lockshield!
