House Extension perhaps not worth doing

Four years back my father applied for planning permission for an extension on the side of the house.
However, for a start he is a bit doubtful of it now as he is concerned about the stability of the house as it is very old and made of stone. My father had a chat with a friend of his who is an architect and said "you have five years to make a start" and when my father went to the planning office in early september it was a good job he went as he was told "you have till september 17 to make a start"- we had three years not five so we quickly had a jcb up to do some digging.
Most people my age have left home by now and people have said to my father about me and especially my younger sister "one or both of them might leave home then you dont really need the extension". (the extension was wanted by my mother who herself is not bothered about it anymore) I will soon be having a caravan to sleep in and the parents now have a chalet.

What does anyboby else think? Anybody else experienced anything like this?

No one else can say whether you should go ahead, only yourselves can decide that. The council are talking about a time frame applied to your original application, which is always the case. If this lapses the chances are you would again get the planning permission if you want it, albeit you would have to go through the whole process and pay again. You don't need to ask anyone, it will say quite clearly on the document how long you have, which I also thought was usually 5 years. Councils can't just leave applications in limbo indefinately, you need to sit down and discuss what you all really want.
 
Some are 3 or 5 yrs, you just get them to update the date again unless some rules which may have now changed.
