Insulating external 32 mm water supply?

I have beed asked to suggest how a 32 mm new water pipe can be taken up the OUTSIDE of a building to the third floor within the water regs.

Whilst I have taken the water regs qualification, does anyone know off hand what practically available materials will achieve the requirements?

insuduct do insulation and ducting for this purpose.
but will be quite expensive to do that height.
 
Most of those purpose made solutions are very expensive.

I was wondering about some insulation to be used in an 110 mm soil pipe ???

what about the shalloduct insulation ?
you can use it inside 110mm.
like they have with the blue pipe.
about £10 for 900mm length.
