100 volts on oil pump solenoid

Help!! My oil fired boiler refuses to light. It goes through the normal cycle of blower, ignition but does not let oil to the jet. I've proved the pump is working by tapping off the pressure point and fitting a guage (this also allows me to purge after we've run out of the gold juice). I've chacked the line from the pump to the jet and nothing comes out? Thinking it might be the solenoid coil (its gone before) I checked its resistance (about 2K) which I think is OK. But the voltage going to it on start up is only 68 volts?? I've also cheekly fitted a lead to the soleniod to give it 230V seperatly (purely for testing you understand) and then the burner will light but go out after 10 secs?? Any ideas??
