Hi guys we have to normal size rooms 3.5x3.5 (x2) that have artex on them, we would like flat celings.

So would it be better to skim them, or platerboard them skim them?

We have very high celings so can get away with losing 1" or so.

Any advice would be great

Providing the ceiling boards are still in reasonable condition, skimming Artex is perfectly OK after the ensuring they are well fixed & any cracks re-enforced. Artex needs to be correctly prepped & some patterns will require a Boding coat before re-skimming so it’s important you find yourself s plasterer with experience of doing this. If it's in a bit of a state, probably best to overboard & skim but use 12.5mm boards not 9.5mm.

Not sure what you intend but if you’ve no experience, neither is a DIY job although you could re-board it under guidance.

if you skim over it use a WBA instead of a pva, ive used pva plenty of times BUT its not unknown for the pva to liven up the artex again and it could come down, so i always push to use WBA if i can.
