my brother has a small newsagents shop and was thinking of installing cctv system! the question is does he have to get permission from the local council or any other body and if there are any rules and regulations and licences that he has to obtain!! any help and advise thanking you in advance.

No he doesn't,

So, No, he doesn't need Council permission - normally.
