I live in a flat which is on the first floor. Which cooker hood should I buy and does a hole have to be drilled through the wall for the outlet?

which model is entirely down to you

most modern ones come with carbon and foam filters so can be used without ducting through walls however the ducting method is definately better.

how are you going to get power to it?

Definitely the way to go, not much fun changing those horrible grease laden filters.
