Yeah right, I can think of one obvious way to protect the public from this piece of human detritus. It would only take one fairly cheap item (as supplied to our Armed Forces) and one piece of specialist equipment to deliver this item where it would stop him completely.
This one cheap item is available in one size only 7.62mm dia, although the specialist piece of equipment used to deliver the item, needs a few years training on to be used effectively. I'm sure if they ran a raffle for people to use the specialised equipment, to deliver the package, there would probably be a massive demand for the raffle tickets.

JJ we cant have that sort of thing happening on British soil, if it did the Jordanians would probably be blamed.
We could always blame Mossad. (or even ask for their help then blame the Jordanians)
can you please quantify
we have around 60 million people in the uk covering around 110 years so a simplistic statement has little or no value
