hown to sand and prepare wooden floor boards

Hi,
I have just lifted the carpets in my house and plan to lay wooden flooring. What is the process involved?
The boards are covered in paint splatter? Do I sand them and will the sander take the paint off?
After (if) sanding, what should I do next?
Anyone got a step by step guide?
