Roofing Underfelt

Have a problem with roofing underfelt. In the loft area there are several large (and small) holes in the felt. This is mainly causing draughts (I think) rather than letting in the weather.

Is it possible to repair this without the major job of removing tiles from the outside?

Grateful for any advice or signposting.

you can cut out the hole and then take a piece of underfelt an lap it over the felt below and under the felt above then tape it with gaffer tape.
As you said it is only there as an emergency back up to the top covering.
