If the hood is of the charcoal filter type it wont need a flue. If it's a extractor hood type, I would imagine not venting it outside will defeat the object of having that type of hood as everything will be extracted from the kitchen only to be vented back into the kitchen.
 
Most (decent) extractor hoods allow you to select (via a lever inside) recirculate or extract. If you select recirculate then you will need to fit the appropriate charcoal filter (obviously, otherwise there is no point or benefit) which are normally purchased separately.
 
A personal point of view...
Can I stress that it is always best to extract, not recirculate. Charcoal filters will not get rid of moisture. Having a kitchen at full blast generates a lot of steam/moisture and unless you want that to condense elswhere in the property, then always extract. Also cheaper in the long run, no charcoal filters to replace.

A point to note is that to comply with the building regulations, you must have a form of extraction in the kitchen. Most new builds achieve this by venting the cooker hood outside.

If the hood is on an internal wall, and venting is difficult, a fan is usually put on the external wall, venting to outside, as an extra to the hood. The hood is then fitted as 're-circulating'.

Building regs don't affect minor alterations, but would affect a major renovation or an extension.

You must also ensure the correct air changes per minute to satisfy the regs.
 
If the hood is on an internal wall you can get flat ducting, that connects to the hood & sits on top of the wall cupboards, this can then be run to an external wall for venting.
