hot water running hot and cold

The water from my hot tap runs hot and cold i have descaled the heat exchanger but it is still doing this. Flow rate is fine. I have an Ideal combi CF85 (something like that) boiler.

With the CH turned off, and after you've left the boiler to cool down, do you still get heat? If so, are the burners lighting?

With CH off. When I turn the hot tap on, the boiler flashes up for 15secs, then off for 15sec and repeats this cycle with a constant flow.

Sounds like a fan or APS problem but unless you are CORGI registered I cannot give you any more advice as its a safety issue.

Is there any simple test that i can do to determine if it is one or the other? What is an APS?
