wiring a plug with no earth

hi, my hoover plug has simply come undone and in trying to rewire it i realised there is no earth wire is this normal? and do i just wire the neutral and live as normal? help

itll be class 2 - no earth req'd

don't assume this is the case check for the double insulated symbol (square within a square) on the appliance as the earth may have been cut off and disappeared into the sheath of the cable.
