confusing cooker wall switch Q

How about this .The there was a bang and the cooker stopped alltogether.I looked behind the wall cooker switch and the earth wire had snapped somehow and short circuited.I changed the 45 amp cartridge fuse in the fuse box and duly re-connected all wires but nothing happens at all.The multi-meter measures no reading at the wall cooker switch mains inlet .Can the main fuse box be totally knackered?

test the new cartridge fuse for continuity. Then test the holder for continuity if you can (resistance, ohms testing)
