original flooring

I have original wooden floorboards in my house. The problem is that there is a constant draught and they are very cold due to there not being any other material between the floorboards and the outside air in the gap underneath (about 1 metre high). Can I insulate from underneath or do I have to pull them all up and lay a plywood base first?
