Water stopps flowing into the dishwasher before water level float engages. How do I diagnose if the problem is with the water pressure, water valve, or some timer or relay circuit?

The float switch "tells" the machine when there is the right amount of water in the machine. I am a a loss as to why yours should stop filling before this happens. There may be a "time out" feature on your machine that only allows the inlet valve to be open for a set time for filling. You should make sure you have lots of inlet pressure from your supply ( cold water )
Appart from that its time to call the engineer...
