Tap Plinking!

When I turn on the water a little bit the tap splutters and shakes and the water comes out bit at a time but when I increase the flow it comes out smoothly....any ideas why?

the body is worn inside the tap.I would just get a new one and swap the innards.but there have been others who will travel miles looking for circlips to repair with
