When an existing oil boiler is replaced with a new one, is it a requirement to notify Building Control?

If Installed by an OFTEC registered installer they should register the installation via OFTEC Works Notification Scheme who in turn Notify the Local Authority.

If the boiler is installed by a non-registered installer building control should be notified before hand and Building Control Number should be recorded on the CD10/CD11 Forms.

In practice a lot of oil boilers just get 'put in by some bloke' and no official registration forms are ever issued by OFTEC

Thanks. But to be clear, the law requires certification (either via OFTEC or direct with the council) for a replacement boiler?

The relevance here is that a property buyer's mortgage lender is insisting on seeing the certification, or on the seller providing indemnity insurance.

Sounds perfectly reasonable for them to ask for that. The new boiler should have received Building Control certification; this normally takes the form of a compliance certificate issued by OFTEC but could also be done by a local authority inspector.
