Drain tap

Is it possible to buy a drain off tap so that i can fit it to the side of a steel drum without having to weld it in place ie a tap with bushes flanges etc

You could use an Essex flange. For a 1/2" bsp/15mm outlet you start with a 1 and 5/16" holesaw. Designed for HW cylinders.
Then add any drain tap you like.
