Simply apply some liquid dish washing detergent to that spot, scrub with an old toothbrush and rinse off the emulsified cooking oil with running water.

You can also dissolve the oil with mineral spirits, but you might not have that handy, and then you also have the problem of disposing of the soiled mineral spirits.
