Most likely the valve is ok. It will be locked out due to a blockage elsewhere in the machine.
Bit of a nightmare to clean out the system as a lot of hoses and other parts have to be removed and cleaned.
Turn off the water, disconnect the inlet hose at the valve, some water will drain out, refit the hose, turn the water back on. It should now fill.
Most likely it will lock out again due to the blockage in your system.
