Perhaps its wrongly wired or a motor valve is jammed on?

Most likely to be gravity primary's Tony.

When the programmer is isolated at the spur the boiler is still heating the water sounds a tad wrong.

You may not have one, need to know more about the pipework layout.

The two pipes that go to the cylinder:-
1. have the got the cold feed and vent to/from the header tank connected to them.
2. where is the pump.
3. can you programe hot water without heating.
4. how many pipe are connected to the boiler.
5. you should get a corgy engineer to check as it means removing the front.

I have unplugged imersion and still same prob. Pump is by the boiler on a pipe going to the tank. There are 4 pipes on the boiler. Hope this helps. Also had a corgi eng out and he didnt have a clue what was wrong.

Of course there could be a simple explaination.

is the hot water in the cylinder reverse circulation by gravity out off the cylinder and back to the boiler
