Water fr Showehead Always

When filling the bathtub, water always comes out of the showerhead (not at full pressure). We recently remodelled the bathroom and thought new tub plumbing would fix the showerhead problem. We were wrong.

Could it be a water pressure issue?

Probably just a washer/rubber "O" ring in the valve/diverter.
