please help

we had a renovation done on a 1970's flat and the plumber plumbed in a brand new bathroom but the pressure on the hot water line is very very low. we only have electric supply and it's a maxistore 7 copper water tank that stores 115 litres. What he suggested was to put a pressure pump and installed an automatic showermate pump. this works ok when the taps are opened on the hot side but the water is so hot that it cannot be used until mixed with cold and while turning the tap towards cold it switches of automatically. ie. we cannot get a correct mixture of hot and cold water. we've had a lot of problems with the plumber and after getting his payment he is not ready to reply/help. this is getting desperate for me as we're living in the property for sometime and can't even have a shower!

can the sensitivity of showermate pumps (single impeller for hot) be changed so that it stays on even when the taps are dispensing hot/cold water together.
