Cold water supply to washing machine not working!

Have just had a new washing machine installed, when you turn the valve to release cold water nothing happens. The stoptap is on. Between the sink and the w/m is a place where a dishwasher could go, (we don't plan to get one) and there is a tap fitted here to the cold water pipe.
The man who installed the machine said that this tap is blocking the cold water supply, but as there is no dishwasher for the water to go to, it can't be turned on. He seemed to think this tap could be blocked up (allowing it to be turned on and release the cold water).
Can anyone give me an idea of what needs to be done?

PS Kitchen was re-done by previous owners but they didn't have w/m and dishwasher as they were not living there.

You need a stop end (see below)

Screw this where the dishwasher feed pipe wouod go and then you can turn the tap on no problems.
